Historical Background
Fall out effects of the World War - I had started to have telling effects on the International community
soon after the Great War ended. One of the major victims of these adverse effects were the Soldiers, Sailors
and Airmen who had fought the war far away from their home lands, in most cases, in trans-continental
theatres, where they remained on active service for years. As a result, they remained aloof from vast and
diverse facets of mundane civic chores connected with the civil administration; their families suffered even
more.
It was under this backdrop that a Welfare Oriented Organization with the name of Soldiers, Sailors and
Airmen’s Board was established at Bombay (India), Rawalpindi and Sheikhupura in 1919 after World War - I.
There were 28 x District Armed Services Boards (DASBs) till 1947. These DASBs continued to function after
Independence also and now, PASB has 63 x DASBs spread all over the country. Later, after Pakistan came into
being as a Sovereign Independent State, the Board was named as Pakistan Armed Services Board (PASB).
Vision
Pakistan Armed Services Board (PASB) envision a peaceful, stable, congenial and dignified life of all Veterans and Families / NoKs of Shuhada / Deceased Ex-Servicemen.
Mission
Ensure provisioning / availing of comprehensive, integrated and sustainable Welfare Services entitled to Ex-Servicemen of the Armed Forces and their Dependents including Families / NoKs of Shuhada / Deceased.

Objectives
The Department has earmarked following Objectives to achieve realize its envisioned Mission:-
- Promoting a culture of compassion towards our clients and performance of duties with a high level of integrity / sense of responsibility.
- Ensuring courteous and efficient Service Delivery in all offices.
- Achieving an absolute corruption free working environment.
- Inculcation of a sense of ownership, pride and dignity in the employees towards their Deptt and assigned mandate.
- Building a good, efficient, honest and competent team with desired level of motivation, dedication and compassion.
- Promote welfare of Ex-Servicemen and their Families.
- Assist / Facilitate in Rehabilitation / Resettlement of Ex-Servicemen and their Families / NoK in their civil life.
- Safe guard the interests of Ex-Servicemen and their Families in matters dealt with by the Civil Authorities.
- Promote and maintain good CMR while keeping within our given mandate.
Functions of PASB
The basic functions of Pakistan Armed Services Board are as under:-
- Welfare and facilitate rehabilitation of Ex-Servicemen.
- Maintain close and effective liaison for the purpose of resettlement and maximizing employment of ex-servicemen with relevant ministries, divisions, departments and all private welfare bodies and organizations.
- Facilitate rehabilitation, re-settlement and re-employment of Ex-servicemen in coordination with services Headquarters.
- Administration, organization and Budgetary control of National, Provincial and District Armed Services Boards.
- Regulations and Conduct of Ex-Servicemen Associations in consultation with working committee including process of NOC after getting approval from Working Committee for registration of any such organization.
- Regulate activities for Ex-Servicemen consultation with working committee other than to one being dir managed by respective services on national occasions / at provincial / District level holding of ex-servicemen’s re-unions, rallies, combined forces Flag Days, in Consultation with respect services.
- Represent PASB at International Veteran Federations and Associations.
- Pursue petitions and complaints of ex-servicemen in coordination with services Headquarters.
- Facilitation of serving Armed Forces personnel in their civil capacity through coordination, assistance of National, Provincial and District administration.
- Arrange skill training including State sponsored training courses, vocational training programs, Job counseling and self-employment for ex-servicemen.
- Or any other matter ancillary to the above functions.
